THE LINCOLNSHIRE
JUNIOR SWIMMING LEAGUE CONSTITUTION 2008
1. The League shall be called the
Lincolnshire Junior Swimming League, and shall be swum under ASA laws.
2. The Haighs Sports Shield shall be
presented to the winning team on completion of the final gala.
3. All member clubs shall be
affiliated to the ASA, and all competitors shall be eligible to compete as per
ASA Law.
4. The Annual General Meeting shall
be held during November each year. At least 14 days notice shall be given to
each club. Any notice of proposed alterations to the league rules must be sent
in writing to the secretary not later than the 30th September in
each year. Notice of such proposed alterations shall be included in the notice
convening the Annual General Meeting.
5. The officers shall be Chairman,
Secretary and Treasurer who will be elected annually at the Annual General
Meeting.
6. A simple majority shall decide all
decisions made at any General Meeting. The Chairman, Secretary and Treasurer,
with one vote each, and TWO delegates from each member club shall have voting
rights. The chairman shall have a casting vote. The quorum shall be at least 2
officers, and delegates from at least 6 member clubs.
7. An Extraordinary General Meeting
may be called at any time by the Secretary or within 14 days of a written
request by no fewer than 2 member clubs.
8. The officers shall form an
Emergency Committee and shall deal with any matter, which may arise from this
competition. The committee shall have the power to co-opt as necessary for a
specific problem. Its decision shall be reported to a General Meeting. The
quorum shall be 3.
9. The financial year shall be 1st
November to 31st October. The audited accounts shall be presented
for adoption at the Annual General Meeting. The position of Auditor shall be
appointed at the Annual General Meeting.
10. Any new club seeking membership
shall do so to the Secretary by 30th September, in the year prior to
the competition.
11. The formation of the competition
for any year shall be decided at the Annual General Meeting, when clubs shall
state how many teams they wish to enter.
12. The membership fee shall be set at
the Annual General Meeting in the year prior to competition, and be payable
before the first round gala.
13.Any
club wishing to resign shall do so in writing to the Secretary by 30t
September in the year prior to the competition.
14.ln
the event of the league ceasing to exist, its assets shall be distributed
equally amongst the teams, as allowed by ASA Law.
15. (a) The league shall swim THREE
rounds of two galas each round, taking place on the same date at different
venues.
(b) The first round
line up shall be drawn for at the previous AGM. (c) The second shall consist of
the teams that finished 1,3 and 5 in gala A, and 2,4 and 6 in gala S, and vice
versa.
(d)
At each of the three rounds of galas, league position points shall be awarded
on the basis of 6pts for 1st place, 5pts for 2nd place
and so on.
(e) The
third round shall consist of a winner's gala for the 6 teams, which have
accumulated the most league position points from the previous rounds, and they
shall be awarded 10 bonus league position points. The remaining teams shall
participate in a consolation gala. All third round galas shall be swum in
spearhead formation dependent on the league positions after the 2n
round.
(f)
Any team failing to compete in any round will receive zero points for that
round, and have any bonus league position points previously awarded deducted
from their total. Where practical the next placed team may take their position
and any bonus league position points due.

The venues for rounds 2 and 3 to be decided by a sub-committee consisting of
Chairman, Secretary and Treasurer.
17.
Gala points shall be awarded as follows. If 12 teams competing in league, 1st
- 6 pts, 2nd - 5 pts and so on for each gala. If 11 teams competing
in league, then scoring to be as follows: 5 lane gala, 1st_ 5 pts, 2nd
- 4 pts and so on: 6 lane gala, 1st - 6 pts, 2nd - 5pts
and so on, but with the total gala points after each round multiplied by 5/6 to
carry forward to the aggregate score. If 9 or 7 teams competing in the league
then 4/5 and 3/4 will be the multiplying factors respectively.

a decision is needed between teams tying on league points, the total gala
points will be the deciding factor.
19. When a club has more than 1 team
in the league their actual precedence is decided by GALA points scored during
the first round. Any swimmer appearing once for a league team is ineligible to
swim for a team of lower precedence, excepting 9yr aids who may freely
interchange between teams.
20.Age
groups shall be 9yrs, 10yrs and under, 11yrs and under and 12yrs and under AGE
ON DATE OF LAST ROUND in the year of competition. Swimmers must 9 years when they swim
21. Swimmers shall be allowed to swim
in 3 individual events with 2 in their own age group, plus any number of
relays, except 9 yr aids who are limited to 2 individual races in their own age
group. 9 yr olds can only swim in team races for 9 and 10 yr aids. Swimmers may
not swim down an age group.
22. The host club
of each round shall meet the cost of the pool hire.
23.
Swimmers shall be registered with the league Secretary at least 7 days prior to
each round. Any team swimming an ineligible swimmer shall have the gala points
deducted for all events involving that swimmer.
24. Team sheets shall be presented to
the gala recorder prior to the start of each gala.
25. Clubs shall provide 2 timekeepers
and 1 judge. The obtaining of all other officials shall be the responsibility
of the host club. The referee, starter and chief timekeeper, and any other
necessary officials to be split between the competing clubs.
26. The league year shall be 1st
November to 31st October. Any swimmer having swum for 1 club in he
league cannot swim for another in the current competition.
27.Any official
protest or complaint shall be dealt with as per ASA Law.
The promoter shall
be the Lincolnshire Junior Swimming League. The host club shall act as an agent
of the league, assuming the promoter's responsibilities for that particular
gala.

1ST B - 2ND A - 3RD C - 4TH B- 5TH A- 6TH
Round 3
Based on the
results of round 2, split into a winner's gala for the first 5/6 placed teams
based on league position points. These 5/6 teams to receive 20 bonus league
position points. Another gala for the next 5/6 placed teams, with 10 bonus
league position points, and a gala for the remaining 5/6 teams. All third round
galas shall be swum in a spearhead formation dependent upon the league positions
after the second round.
