1.
That this league shall be
called the Lincolnshire Water Polo & Team Swimming League, be open to all
clubs affiliated to the ASA. The League may permit clubs in areas adjacent to
that covered by Lincs ASA to take part in its Water Polo competitions having
obtained agreement in writing of their County ASA to take part.
2. All member clubs shall be affiliated to a District of the
ASA, and all competitors shall be eligible to compete as per ASA Law except for
those competing in Masters Competitions.
3. Its objects and aims are :- To promote the game of Water Polo
To hold Team Swimming Competitions
To promote Swimming Leagues
4. The
League shall be affiliated to the Lincolnshire and East Midland ASA. All
competitions to be held under ASA Law.
5. The
Officers shall be the President, Chairman, General Secretary, Treasurer and
Water Polo Secretary who shall be elected annually at the Annual General
Meeting.
6. The
League shall be governed by the Executive Committee (which meets at least once
a year at the Annual General Meeting) consisting of two delegates from each
affiliated club plus the officers.
7. The
officers shall form an Emergency Committee and will deal with any protests, which
arise from these competitions in accordance with ASA Law, complaints being
referred to the ASA Judicial System. The Committee shall have the power to
co-opt as necessary for a specific protest.
8. The
League shall hold its AGM on a date as near to December 1st each year as
possible. Any club wishing to enrol or resign should advise the General
Secretary in writing by 30th October in the year prior to the competition.
Fixtures shall be arranged and team enrolments taken at that AGM. Two delegates
from each affiliated club to have voting rights and each of the Officers will
have voting rights. The Chairman to have a casting vote. The quorum shall be at
least two officers and a delegate from at least 4 of the member clubs. A simple
majority shall decide all decisions made at the general meetings.
9. The
financial year shall be 1st November to 31st October. The audited
accounts shall be presented for adoption at the Annual General Meeting. The
position of Auditor shall be appointed at the Annual General Meeting.
10. Competing
Clubs shall forward to the relevant secretary no later than three weeks before
the first round each year a list of competing members, from which the teams
shall be selected together with a membership fee per team entered. Other members
may be added to the list during the year providing that he/she has not swum in
the Lincs League for any other Club in that year. He/she shall be registered
with the General Secretary at least 7 days prior to the league match. Water
Polo Clubs to pay per club and not per team. The membership fee shall be set at
the Annual General Meeting in the year prior to competition, payable at the
meeting or at the latest before the first round.
11. The HOST
club shall act as an agent of the League, in carrying out the promoter’s duties
for that particular gala or water polo match.
12. No
alterations shall be made to the competitions and rules except at the Annual
General Meeting or at a special meeting convened for that purpose by the
General Secretary or the application of three clubs or more. Fourteen days
written notice to be given of the proposed alterations to the General Secretary
who shall notify all CLUBS of the proposal at least seven days prior to the
meeting.
13. In
the event of the league ceasing to exist, its assets shall be distributed
equally amongst the teams, as allowed by ASA Laws.
14. In
the event of anything occurring not covered by these rules, the EMERGENCY
COMMITTEE shall deal with it at their discretion.
CLUB
TEAM SWIMMING LEAGUE
1. The
League Championships shall be held under A.S.A. Laws.
2. The
League shall consist of a Premier Division only unless changes are agreed at
the AGM.
3. The
Premier Division shall swim THREE rounds of TWO galas each round, taking place
on the same date at different venues.
4. At
each of the three rounds of galas, Position Points shall be awarded on the
basis of 6 for 1st place, 5 for 2nd and so on. If at the end of each gala Teams
are equal on gala points, the number of first places will determine position.
If this does not resolve it then second places etc. etc.
5. Gala
Points shall also be awarded: 1st - 6 points, 2nd - 5 points, and so on, except
in the case where a team is absent when Gala Points will be awarded in
accordance with the number of teams actually swimming (e.g. 5 teams swimming:
1st - 5 points, 2nd - 4 points and so on. The totals will be then adjusted by
the factor 6/5).
6. The
first round line-up shall be drawn at the preceding A G M.
7. The
second round shall consist of the SIX teams which finished 1, 3 & 5 in Gala
A and 2,4 & 6 in Gala B, and vice versa.
8. The
third round shall consist of a Winners Gala for the six teams, which have
accumulated the most position points from the previous rounds, and they shall
be awarded 10 bonus points. The remaining 6 teams shall participate in the
consolation gala.
9. The
final league positions shall be determined by the accumulated totals of
position points. The teams in the Winners Gala shall finish 1 - 6 and those in
the Consolation Gala 7 - 12.
10. If
a decision is needed between two teams tying on Position Points, the TOTAL GALA
POINTS to date shall be the deciding factor. If a decision is needed between
two teams tying on Gala Points, the team with the most first place swims, in
the final gala, shall take the higher place, in the case of this still being a
tie, then the second places will be considered and so on.
11. In
any competition series any swimmer appearing for a League team and swimming in
an individual event/s is then ineligible to swim for a team of lower
precedence. A swimmer participating in relays only can move to a team of lower
precedence between rounds. The precedence to be decided at the time of the
first round draw.
12. The
League Secretary shall receive all team entries no later than the Annual
General Meeting in the year prior to competition.
13. Teams
shall be selected from the list of members held by the League Secretary. Any
club failing to do so shall have points relative to that swimmer deducted from
the gala.
14. The
age groups for the present year shall be 10 yrs and under, 12 yrs & under,
14 yrs & under and OPEN. 9-year-old swimmers may only compete in relay
events. Ages as on December 31st of the year of competition.
15. A swimmer participating in the Premier Division
may swim in two individual events in his/her own age group and one individual
event in the Open class. A swimmer may swim instead in the individual events
for an age group above his/her own (and in one Open event) but must then swim
in that age group for the whole of that gala. Open swimmers may swim in THREE
individual events.
16. In relay events any swimmer may
swim in his/her own age group and in addition, in any higher age group.
The
distances will be:-
10 yrs - 50 metres - ALL STROKES
12 yrs & under - 50 metres - ALL STROKES
All other age groups - 100 metres - ALL STROKES
All Relays 4 x 50metres except 10 yrs and under which
shall be 4 x 25 meters.
17. The
Emergency Committee shall decide venues and host clubs for the 2nd round of galas
as soon as possible after the 1st round. Host clubs shall be responsible for
booking the pools and organising the galas, or for acquainting the League
Secretary immediately of any difficulties, and for notifying the League
Secretary of the results of the gala by the Wednesday following the gala.
Venues and hosts for the Winners and Consolation Galas shall be decided in a
similar manner after the 2nd round of galas.
18. All
travelling teams shall provide two timekeepers and one judge. The obtaining of
all other officials shall be the responsibility of the host club. The referee,
starter and chief timekeeper should be split between the competing clubs.
19. If
a team fails to arrive at a gala for the arranged start time, a 15-minute wait
shall be allowed only if the host club has been notified prior to the arranged
start time. No points shall be scored for events missed.
20. If
a team fails to compete in any gala they shall receive no points and at the
EMERGENCY COMMITTEE'S discretion may be fined a minimum of £2(TWO POUNDS)
and/or suspended from the League.
21. In
the event of anything occurring not covered by these rules, the EMERGENCY
COMMITTEE shall deal with it at their discretion.
TEAM
SWIMMING CHAMPIONSHIPS - SQUADRONS
1. The Squadron Championships
shall be held under ASA Laws.
2. The Championships shall be
decided at a Relay Gala in October each year.
3. All Swimming League teams
competing during each year shall be entered automatically in the Squadrons
Championships for that year.

5. Lanes
for the heats to be drawn by the Committee and Host during the warm-up for the
Gala.
6. The teams for each
championship shall be selected from the list of members held by the League
Secretary. Any club failing to do this shall be disqualified from that
particular championship.
7. Each team shall consist of
four swimmers and each shall swim an equal distance of two lengths (50m) for
the two younger age groups and 4 lengths (100m) for the older two age groups. A
swimmer may only swim in one age group.
8. Team lists with the names of
each swimmer for each championship shall be handed in to the Recorders for
forwarding to the Secretary, before the commencement of the gala.
9. The winners and the second
placed teams of each championship shall hold the perpetual trophy for one year.
The winners of the Mens Freestyle Championship shall hold for one year the C
Trientine Perpetual Challenge Trophy, presented by Mr L Trientine Boston in
memory of his son. The trophies shall be presented at the end of each gala.
10. After the galas have been
held each year, position points will be awarded for each event, relative to the
number of teams in the Division. (e.g. 12 participating teams: - 1st - 12 points, 2nd - 11 points, 3rd - 10
points etc.).
11. Venues and hosts for each
gala shall be decided at the Fixture Meeting during the previous year. Each
club shall provide one timekeeper and one judge, and the host club will be
responsible for providing the remainder of the officials required. The
obtaining of all other officials shall be the responsibility of the host club.
The referee, starter and chief timekeeper and any other necessary officials to
be split between the competing teams.
12. If a team fails to arrive at
a gala for the arranged start time, a fifteen-minute wait shall be allowed only
if the host club has been notified prior to the agreed start time.
13. If a club fails to produce a
team to represent a Swimming League team in the Squadrons Championships, the
committee will fine the club £20 per team not competing, which must be paid
before the Annual General Meeting. In the event of it not being paid the club
will not be included in the first round draw of the League. Such monies
collected to be divided equally between the host club and the League.
14. In the event of anything
occurring which is not covered by these rules, the Emergency Committee shall
deal with it at their discretion.
RULES OF THE
LINCOLNSHIRE WATER POLO AND TEAM SWIMMING LEAGUE
WATER POLO
SECTION
The Water-Polo League Competition shall be controlled by the Water-Polo
Sub-Committee, which will consist of: -
The President of the League The Treasurer of the League
The Water-Polo Secretary One representative of each participating club.
The quorum shall be the
Water Polo Secretary plus one representative from at least 50% of the clubs
taking part.
The Water Polo League shall be conducted under the rules of the ASA
Matches will be played between February and November in the year of
competition.
Teams,
which fail to complete any match within this period, shall be awarded zero
points for the match. Where failure to complete the match is
Primarily the fault of one team the Water Polo Sub-Committee may award
both points for the match to the other team.
Matches will be played at venues, on the dates and at the time agreed at
the annual fixture meeting. Should this prove impractical a minimum of 48 hours
notice must be given to the opposing team by the team wishing to change the
venue, date or time of a match. A team failing to give 48 hours notice of an
alteration to the venue, date or time of a match shall be liable to pay any
reasonable expenses incurred by the opposing team as a result of the
alteration.
A team failing to give notice to the opposing club of their inability to
complete a match at the agreed venue, date and time shall be liable to forfeit
the points for the match unless they are able to show that their failure to
complete the match was due to factors reasonably beyond their control.
Teams must be in a position to commence play within 15 minutes of the
agreed starting time. Any delay of more than 15 minutes must have the agreement
of the referee and of the team which can be in a position to commence play
within 15 minutes of the agreed starting time. Any team failing to be ready to
commence play within 15 minutes of the agreed starting time, or such other time
as is agreed by the referee and the opposing team shall be liable to pay any
reasonable expenses incurred by the opposing team as a result of the failure of
the match to be started on time. Also any team failing to be ready to commence
play within 15 minutes of the agreed starting time shall forfeit the points for
the match unless they are able to show that their failure to be in a position
to start the match on time was due to factors reasonably beyond their control.
The Water Polo Secretary must be informed, within 7 days, of any
alteration, in venue, date and time of a match, agreed between teams.
Teams shall be selected from ASA registered players or players for whom
an application for ASA registration has been made.
Before 31st January each year Clubs will submit, to the League Water
Polo Secretary, a list of their players for that year’s competition.
Players may be added to a clubs list during the year provided a written request
is received by the Water Polo Secretary not less than 7 days before
A
match in which a club wishes these players to take part.
A
players registration with the Water Polo Secretary must be accompanied by his
ASA registration number or evidence that ASA registration has
been
applied for. In the case where an application for ASA registration has been
made, the League Water Polo Secretary must be informed of the
player’s registration number as soon as it has been received.
A
player may only play for the club in the League shown as the highest choice on
the players ASA registration unless written agreement is obtained,
from
higher choice clubs, that the player may play for a lower choice club. Copies
of such an agreement must be provided to the Water Polo
Secretary.
Once a
player has been registered for a years competition by one club, he may not play
for another club in the competition that year.
This
requirement may be relaxed, in exceptional circumstances, with the written
agreement of the players first club and written agreement of the
League Water Polo Secretary.
Any
club using a player not registered according to the above requirements shall
forfeit the points for all matches in which the player has taken part.
Any
protest over the eligibility of a player must be lodged with the League Water
Polo Secretary within 7 days of a match. A club guilty of using an
unregistered player shall be liable to forfeit the points for the match
and pay a fine of £2-00.
Protests will be dealt with in accordance with ASA Law.
The Captain of each team shall, on the day of the match, furnish the
referee with a list of the players in his team taking part in the match. The
lists will be signed by the team Captain and passed to the Match Secretary.
The Match Secretary shall be responsible for entering the teams on the
match sheet and shall sign the sheet at the end of the match. He shall also be
responsible for obtaining the signature of the Team Captains, the Referee and
the timekeepers at the end of the match.
The Secretary of the Home team shall be responsible for forwarding the
match sheet to the Water Polo Secretary.
The Secretary of the home team shall be responsible for providing:-
Qualified Referees Match Secretary
Timekeepers The pool suitably marked out and
equipped for the match
The water polo ball The blank match record sheet
He shall also be responsible
for expenses incurred in hire of the pool and for the expenses of officials.
Each team shall provide their own caps.
Senior and Junior competitions shall be held each year. The Senior
Champions shall hold the Norman Harrison Perpetual Trophy for one year and the
Junior Champions shall hold the Reynolds Perpetual Trophy for one year. If
funds permit the winners of each championship shall receive thirteen medals.
League winners will be decided on the number of points awarded:- two for
a win, one for a draw. Where a team for any reason forfeits points for a match,
both points will be awarded to the opposing team. In the case of a tie on
points a play off shall take place in a neutral pool. This match shall be
arranged by the Water Polo Secretary and
all costs/proceeds shall accrue to League Funds.
Decisions of the Water Polo Sub-Committee with respect to the
interpretation of the rules and the operation of the Water Polo League shall be
binding on all participating clubs, their officials and all registered players.
